TL;DR

Dehya's Skill drops a ring of fire that lasts 12 seconds. Whoever stands in it is much harder to interrupt and takes some of their damage spread out over time instead of all at once. The ring also throws a Pyro hit at anything getting hurt inside it. Skill, swap, let your carry fight in the circle. Her Burst is 4 seconds of automatic punching for when you have the Energy spare.

Rotation

  1. Skill (E) where the fight is happening. The ring appears under her.
  2. Swap to your damage dealer and keep them inside it.
  3. Skill (E) once more if the fight moves. She leaps to the new spot and takes the ring with her, keeping whatever time was left on it.
  4. Burst (Q) when it's up. She punches for 4 seconds, then finishes with a slam and puts the ring back.

Abilities

Skill (E) 20 second cooldown, 12 second ring. Area Pyro damage on cast. While an enemy inside the ring is taking damage it fires a Pyro hit at them, at most once every 2.5 seconds, scaled off her Attack and her Max HP.
The ring's protection Characters standing in it resist interruption. Part of the damage they take is skimmed off and handed to Dehya instead, who then pays it back over 10 seconds. That stops once the skimmed total gets high enough relative to her Max HP.
Burst (Q) 70 Energy, back in 18 seconds. She throws the claymore away and punches for 4 seconds on her own, ending in a bigger slam. Both read off her Attack and Max HP. Pressing the attack button just after each punch makes the next one come faster.

The one mechanic to understand

One ring at a time, but you can move it.

Only one of her rings exists at once, so the second press of the Skill does not stack another. It makes her leap to a new position and rebuild the ring there with the time that was left on the old one. That only works once per ring. The Burst does something similar: casting it picks the ring up, then puts it back down when the punching stops, again with the leftover duration. So the ring follows the fight instead of the fight having to stay where you first cast it.

What actually matters

The two or three real decisions. Everything else is noise.

  • Max HP. It scales the Pyro hits, the Burst and how much damage she can keep absorbing for the team before the mitigation stops.
  • Somebody has to be fighting inside the ring. Its Pyro hit only fires when an enemy in there takes damage, so it does nothing on its own.
  • Energy Recharge for a 70 cost Burst. Around 160% if she's the only Pyro character. The ring is most of her value, so the Burst can wait.

Gear

A build that works. KeqingMains lists every other option.

Weapon Energy Recharge, Max HP after that. Favonius Greatsword covers the first and drops particles on a crit.
Artifacts 4-piece Vourukasha's Glow. Max HP on the two-piece, then Skill and Burst damage that holds even while she's off the field, which is where her Pyro hits come from.
Main stats HP sands, HP goblet, HP circlet.

Works well with

PyroHydro

Another Pyro character for the resonance, since the interruption resistance is aimed at a carry who cannot afford to be knocked out of their combo. Hydro if you want Vaporize off her ring's hits.

Don't bother

  • Her claymore. Her own attack strings are the least interesting thing she has.
  • Crit stats, if she's in the team for the ring.
  • Worrying about the health she takes on. She pays it back slowly, gets a 60% discount for a few seconds after recalling the ring, then heals herself when she drops under 40%.
  • Casting the Skill twice back to back. The second press moves the ring rather than adding one.
